A finding, control gap, or documentation weakness needs to be remediated.
We build the evidence trail: root cause, control design, CAP milestones, SOP updates, workpapers, and management-ready status reporting.
CPA-led Federal, SLED, GovCon & vCFO advisory
Turner CPA & Consulting helps agencies, prime contractors, grant recipients, nonprofits, and owner-led businesses move from reactive accounting to audit-ready, contract-ready, and decision-ready finance. We strengthen the books, controls, documentation, dashboards, and CFO cadence that need to withstand executive, lender, grantor, IG, GAO, and independent-auditor scrutiny.
Most accounting problems are not only accounting problems. They are documentation, controls, timing, evidence, reporting, and decision problems. Turner CPA & Consulting is built to diagnose the full operating picture and turn it into clear, review-ready work products.
When to call
The work is structured for leaders who need more than generic bookkeeping, more than a memo, and more than a checklist. Each path is designed around a visible outcome.
We build the evidence trail: root cause, control design, CAP milestones, SOP updates, workpapers, and management-ready status reporting.
We review accounting-system posture, timekeeping discipline, indirect-rate logic, documentation hygiene, and readiness for prime or federal scrutiny.
We support SEFA readiness, allowability controls, procurement documentation, subrecipient monitoring, and Single Audit preparation.
We stabilize the close, create decision dashboards, improve cash-flow discipline, and build lender, board, or buyer-ready reporting.
Practice areas
We translate federal, SLED, grant, GovCon, and owner-led business requirements into operating controls your team can run and documentation reviewers can verify.
Risk assessments, control design, testing programs, and management assurance documentation aligned to GAO Green Book and OMB Circular A-123 (including Appendix A for ICFR).
Pre-audit diagnostics, NFR/finding triage, and corrective action plan (CAP) execution — from root-cause analysis to evidence packages your auditors will close.
Advisory aligned to GAGAS — supporting agencies, IPAs, and grantees with independence-aware engagement structures, documentation standards, and quality review.
Uniform Guidance (2 CFR 200) readiness for pass-through entities and subrecipients — from allowability and procurement to subrecipient monitoring and SEFA preparation.
Standard operating procedures, desk guides, and policy frameworks written for the people doing the work — and structured for the auditors reviewing it.
For federal contractors preparing for DCAA scrutiny — accounting system adequacy, indirect rate structures, timekeeping discipline, and incurred cost readiness.
Fractional CFO, outsourced CFO, and controllership support for owner-led businesses — clean books, defensible close, management reporting, cash-flow discipline, and financial insight that supports growth, lending, and exit readiness.
For firms preparing for federal certifications and small-business set-asides — readiness reviews, accounting hygiene, and the financial posture certifications require.
Who we serve
Our clients operate in scrutiny-heavy environments — federal agencies, federal contractors, grant recipients, and growth-stage businesses preparing for an audit, a lender, or a buyer. The common thread is accountability: every number has to be traceable, every control has to be evidenced, and every assertion has to hold up under independent review.
Component-level A-123 programs, mission-support functions, and CFO offices needing surge capacity or specialized control design.
Pre-award through incurred-cost — firms entering the federal market or maturing their accounting and compliance posture.
Nonprofits, state and local entities, and institutions of higher education subject to Single Audit and Uniform Guidance.
Owner-led companies that need a CPA who can run the close, the controls, and the conversation with their lender or buyer.
Why Turner
Engagements led by a CPA who reads the Green Book, the Yellow Book, OMB Circulars, and 2 CFR 200 as working documents — not as references.
Workpapers, narratives, and CAP evidence structured for auditor sufficiency — clear linkage from risk to control to test to conclusion.
You work with the principal. No layered staffing model, no learning curve passed back to you — the senior on the proposal is the senior on the work.
We move fluently between federal compliance vocabulary and small-business operating reality — translating one into the other without losing either.
A Navy background shows up in the work — clarity on the mission, discipline in execution, and an instinct for chain-of-evidence rigor.
Where it serves the engagement, we deliver against productized scopes with defined artifacts — so you can plan, budget, and report against a known deliverable.

Productized offers
Engagement formats designed to move a finding, a function, or a firm from where it is to where it needs to be. Each scope is shaped to your environment and anchored to tangible work products.
A focused diagnostic of your control environment against A-123, Green Book, or Uniform Guidance — depending on which framework governs your work.
Corrective action plan design and execution — from root-cause analysis through evidence and re-test, structured to close findings on the first review.
A documented, version-governed library of SOPs, desk guides, and policies — built to the way the team actually works and the way auditors actually read.
A recurring advisory rhythm for owners and executives who need cleaner books, stronger forecasts, cash visibility, and decision-ready reporting without hiring a full-time CFO.
Accounting, advisory & contracting readiness
For small businesses, nonprofits, SLED entities, and government contractors, financial posture is the gate. We sequence the work so the books, reporting, advisory cadence, accounting system, and compliance documentation are ready for lenders, boards, grantors, agencies, primes, and certifying bodies.
Chart of accounts, monthly close, and reviewed financials that lenders, sureties, and certifying bodies will accept without rework.
Budget-to-actual reporting, cash-flow forecasting, KPI dashboards, board or owner reporting, and vCFO / Fractional CFO advisory rhythms that turn the books into decisions.
Accounting-system adequacy, grant controls, indirect-cost discipline, SAM.gov hygiene, NAICS alignment, and financial documentation that support SDVOSB, WOSB, 8(a), Maryland CSB/SBR, Virginia SWaM, DC CBE, and MBE/DBE pathways.
Indirect rate strategy, grant and contract billing discipline, outsourced CFO support, incurred-cost preparation, and SOPs that keep accounting, advisory, performance, and compliance aligned through delivery.
A note from the founder
"I built this practice for the work I kept being asked to do — the careful, documented, auditor-defensible work that gets a control environment from almost to actually."
My background sits at an unusual intersection: CPA licensure in Illinois, Virginia, and Georgia; an MBA, MSA, and BA/BS academic foundation; a Life Insurance Producer License; federal internal-controls work; and service as a Sailor in the U.S. Navy. Each one has shaped how I run engagements. The CPA discipline gives the work its standards. The federal work gives it its frameworks. The insurance-producer credential adds a practical lens around continuity and owner protection. The Navy gave it its instinct — a respect for the mission, and for the people on the line carrying it out.
My federal/SLED experience spans OMB Circular A-123, FMR/FIAR, Yellow Book/GAGAS, Single Audit readiness, DCAA/FAR awareness, SOX, GFEBS and federal financial-systems reconciliation, Manual Obligations, GPC reconciliation, CAP remediation, SOPs, process narratives, dashboards, and Excel-enabled compliance tracking.
What I offer clients is a senior, principal-led practice that takes their compliance obligations seriously without making the work feel heavier than it has to be. I write the documentation I would want to inherit. I run the close the way I would want it run if I owned the company. And I treat every engagement, federal or commercial, with the same standard of evidence.

How we work
We start with a confidential conversation — your environment, your obligations, your timeline, and the specific outcome you need to be able to point to.
A focused diagnostic against the governing framework — A-123, Green Book, GAGAS, Uniform Guidance, or SF 1408 — with a written readiness memo.
Controls, SOPs, RCMs, and CAPs designed to operate — and documented to be defended. Every artifact is built to be picked up by a reviewer cold.
Implementation support, evidence runs, and the cadence work that keeps the environment audit-ready between engagements, not just during them.
Engage the practice
Every engagement starts with a confidential conversation. Share the framework, the timeline, and the outcome you need. We will respond with a scoped path forward.
